Override program item price as member

Hello!

We have a requirement where we need to dictate the price on an event function/program item and it could be a different value for each user and there isn't a small set of prices we can limit it to. We are able to use the 'IsUnitPriceOverridden' flag and modify the price of the function in the cart successfully but when we submit it as a public user, we get a 'Insufficient permissions to override item price' error in the cart.

Will we have to submit the cart/combo order behind the scenes as an admin instead? We are trying to avoid that if possible.
