Custom Join/Renew process in the Cloud

We would like to bundle together membership dues and additional items like event registrations while also adding in special pricing on specific conditions. Could a ComboOrder rest call solve this?
In addition, we would like to set up a prorate rule for new members only so if they pay 7 months after the fiscal month then advance the renewal date to end of next fiscal.
