iMIS REST API enhancement to support configuration

Being able to create or update Configuration and Settings. For example:
- RiSE
- Intelligent Query Architect... new Query
- Business Object Designer... new Design Business Definition
- Form Builder... Form library... add new Form
- Panel Designer... add panel definition
etc.
The idea is to be able to configure iMIS programmatically.
